The unique tobacco product substances interest would be assigned a STRFID identifier in the (IL)  Ingredient List domain.  The SPTOBID identifier is included in this IL domain to identify the tobacco product to which these ingredient data pertain. INCAT is used to differentiate the different categories of ingredient. INSCAT may be used to further differentiates sub categorize these ingredients. INCAT/INSCAT categories would be detemined by the sponosr and typically depend on the type of tobacco product being described. STRFID indicates the Reference ID assigned to the substance/ingredient by the sponosr. Each ingredient/substance record must be unique. For example,. The same Iingredient from different manufacturers would be listed on separate lines.  

1. Should  this domain be IT  like for Tobacco Ingredient. We need different Domain letters, since we use TL below. 
2.  I wonder if the Tobacco Master File has the tobacco belends used included , or each type of tobacco incldued.

1. IS Tobacco Blend the parent row we need. 
2. Should we include MANUF variabes - if we include  ILCOMPLEX.  Not sure  Reconstituted Tobacco belongs in this table?? 
3. I think we need to make STREFID domain specific. I worry that in HPHC different IDs are used. We could make this a rule. We have to check that HPHC tables are ok then. 
4. Shoudl we think about IQ has a FA type domian- in struture of a new class of IL.
